Here is a place that could lead you in the right direction.
(Drum Major dress varies greatly so It might be better to explain what the band is wearing)
RDMA (http://www.drummajor.net/)
No, that's me over there...

From what I saw on the site, the DM wears a full plaid (Piper's plaid).
Drummers are the exception to the plaid.
Since plaids would generally be worn in #1 dress only, there is no "casual" use of a plaid.

The Drum Major wears a full plaid. Only drummers or dancers wear the drummers plaid. The plaid is worn in Scottish Military Full (No.1) Dress. This holds true when in kilts (Highland units) or Trews (Lowland units.) Plaids are not worn with civilian wear such as an Argyll jacket. Plaids are not worn with lesser forms of military dress: Mess, Patrols, Service dress, shirt sleeve order, etc.
It is permissable to wear a fly or evening plaid for formal occassions. Most often this plaid is worn with a Prince Charlie or Montrose jacket. All other plaids are to worn with a military doublet.

A drummer's plaid may be worn with an Argyll jacket and waistcoat, as well as with any evening dress coat. They're ungainly unless you have experience wearing them, and not often worn.
The drummer's plaid or belted plaid is an attempt to recreate the feilidh-mhor in modern tailoring; the 'fly plaid' is simply a large tartan hankie pinned to your shoulder, and looks ridiculous.
Neither of these plaids are ever worn by a drum major in military dress.

I don't think there is a hard and fast rule on this. The drum major in our band has always worn a drummer's plaid. It was tradition. When I was drum major, I only wore a full plaid once.
I have seen military drum majors wear both as well.

I asked a current Canadian Military Drum Major and a past Scottish Div Drum Major and both replied with an emphatic "no" when asked whether a Military Pipe Band Drum Major ever wears a Drummers plaid.
