Do you have have pipes already? If so, wrap enough hemp around the bottom half of your practice chanter so it fits in the chanter stock. Cork off the tenor drones and PRESTO, cheap small pipes!

I don't know what operating system you are using - I am using OS X and there is a built in program (Sound Studio) that will let you record the tune then you can drag that to iTunes and convert it to...

it's probably the bit rate thing - you know the 128 kbps thing? Look for a way to reduce the "samping rate" to 128 from whatever you have it set for. That should fix it.
