It does lower the pitch, but in my experience it usually makes the reed more resistant to stopping.

That's the way they are designed; the tongue is not supposed to be adjusted, and the pitch adjusted with the nosecone.

Why not take apart some old practice chanter reeds and use the blades to shim the top of the ledge?
