In our town at least, the bylaw is fairly specific. If the requisite noise reduction devices on the vehicle are legal, the decibel measurement is irrelevant.

Let me correct my previous statement. Apparently, within my town bylaws, you CAN operate a MV at any decibel, provided it has all the sound muffling devices required by state law for that vehicle....
