May Dorig Le Voyer copied Pakistani bagpipes with Pakistani materials, or imported and upgraded them with chanters and reeds of his own making. Even the textiles are vintage Pakistani.

This is a Pakistani set as well. They are often sold with a stamped chanter as a "serious" brand, either innocently or deliberately. You can easily find a vintage or antique Henderson or Lawrie...

Sounds correct. Earlier plastic was catalin, it would have turned pumpkin orange by now. I started on a catalin-mounted Hardie PC from the 1950's or 1960's, still love it. Enjoy your find.

Maybe it is, but it is there, on many old pipes, and replacing it won't make a difference for the elephants, besides being a crime if the instrument has some kind of historical value.
