Looks like Stirling and Bannockburn behind the red kilt.
I said earlier that they were in America but they were in Pine Falls Manitoba.

Back then Henderson and Lawrie had their own silversmiths so it is probable that they had a batch of fittings send off to the assay office in 1917 and did not get a sale for a silver set until 1919.

I think that Ivory mounted pipes must be pre 1947 to qualiy for a Cities certificate so a 1960's set would not qualify.
Manufacturers were allowed to put Ivory they had in stock on pipes up until...

A few drops of super glue before you decided to force the ferrule off and split it would have solved your problem and would have been unseen.

A few drops of superglue between the ferrule and the inner stock should do the trick better if you have it out of the stock part so that you don't glue it to the outer stock as well
