Yes, it was. And yes, there is a lot of extra material at the waist, but it doesn't move around, and it actually looks ok since we always wear either a vest or vest and jacket with it.

Most garments that have a "dry clean only" label can be hand washed in cold water with a mild detergent. I haven't taken anything to the dry cleaners for about 5 years.
