I would also use a bradpoint bit, at least, I bought some from Harbor Freight (only place who carried a set locally) specifically for drilling chanter holes. Make sure you support the chanter body.

Some do, some dont. But if you play the E doubling in the 3rd bar, its expected youd play the D doubling in the 7th bar. Be consistent.
