I believe that Roddy's chanters have a slightly larger bore. This probably helps with volume/projection. I don't think he makes a standard PC.

Your reed may have a mouth that's too open. This will cause the E to be flat. Try squeezing the blades of the reed together and see if the E comes back into line.

First of all make sure the reed is very firmly seated in the reed seat.
If all is good you may need to thin the tips of the blades very carefully. It wouldn't hurt to lighten the entire blade too.

I use all cane in mine. I have the original bass standing joint therefore the reed is buried but comes up to pitch nicely.
