Ear for all the reasons stated. My criticism of using a tuner is that if you are looking at it, you will tend to blow to it. That's why the post on steady blowing using a manometer is important....

For solo work a birl should start on the downbeat. Taorluathes should end on the beat in solo work but most bands prefer to place them on the beat. One of the many differences in solo and band piping.
