I’d see it as a ‘lost cause’....becuz.....1) of historical application, 2) lack of 3/4 Police to enforce that’s it’s done ‘right’ globally ..whichever the agreed dictum, ..if ever,3) how’d we manage...

I think you meant the last ( incomplete) bar of whatever part + the 'pick up' note(s) on its repeat ( or the following part) should tally up to a whole ( 3 beat) bar. Then the full first bar of...

A SGRPM friend counseled our band to always hold the E...for L. R...so as to start any tune while on parade on the left foot. It's that simple.
