I use the Henderson deluxe carbon fibre bass reed to go with Ezeedrone tenors.

Firstly: Ezeedrone makes long tenor reeds, why don't you try a pair of those? Then you don't have to mess around with tape on the tongues which again could change the sound.

It was just a kind of avereage for the 3 stocks, given that wood move a bit over the years and also to take measurement uncertainty into account.

Michael: As Mac an t-Sealgair wrote, your problem is not the stock bores, some modern pipemakers use a standard stock bore of 21mm (McCallum fx., RG. Hardie maybe also)

I'm using this sort of reed protector made for me by Ben Mulhearn from Ayrshire Bagpipes. Made from African Blackwood .
Working very nice, chanter reeds are very steady and no more problems with too...

I have just invested in a set of full ivory pipes that is belived to be Robert Reid bagpipes. These are pictured on the bagpipe museum.
