No I think he means shutting off when overblowing. This is done as a means to check the strength setting (and air efficiency) of the drones.

I have a couple of PCs on which I've bored out the mouthpiece. It makes a huge difference in backpressure. Maybe the high backpressure is intentional but I'd rather focus on my fingering on the PC...

To verify no leaks: remove the drone from the stock, remove the reed from the drone, cork the top and blow into the bottom. It should be airtight.

Oh I'm not saying there's no genetic component! And obviously there are upper limits on everything. But my gut feeling is that practice gets someone most of the way there, and genetics may give that...
