Most standard practice chanters will play in A right off the bat with the right reed. MacCallum, Hardie and Warnock certainly do for me with Warnock reeds.

Firstly, test the bag for airtightness. Cork all the stocks, get as much air as you can into it, and time how long it takes before you can get more air in....

Generally, the reed needs to scale with the pitch of the chanter - hence why you have B flat reeds for B flat chanters.
