Have you plugged the stocks and blown the bag up to see if it's airtight? I would imagine that it might me simply that your stocks are a little narrower in diameter than the grommets are made to fit....

I don't imagine it would be too hard to find Briar root in large enough pieces although I suspect it wouldn't be cheap given how much I typically paid for a good tobacco pipe made of it.
