Bottom line is these chanters are antiques.
They are sharper than "Orchestral pitch" and flatter than anything being played today.
I see you got it reeded around 474..........

Little doubt in my eyes.....I would date them mid 70s.
That's around when they used mix n match on mount materials.
I had a set very similar at one time.

Sanding the top of the reed will sharpen up the high A but as Ross says it will affect the whole top hand to some degree as will sinking the reed.
