If they're not altered! Scrape, sand, pinch too hard, the reed is yours! I've returned unaltered reeds with no problems whatsoever.

At least where I am, I've never played for a military service where taps wasn't played by a service member. Yes, many times he/she was playing on an automated trumpet, but at least it was well done....

Looks like the hemp was used to repair a crack, not adjust tuning. The hemp doesn't even come close to covering a portion of a hole.
