Up here, the cost of entry usually acts as the "please show up to play" incentive. It's probably b/c Canadians are so damn polite, we don't want to let the judge down by not showing up. I do recall at one games, many years ago, where things were dragging on and on (It was way too long in this condition sort of stuff) stewards started walking around encouraging people to opt out. It was really hot and humid, so I took it as an invitation to get to the beer tent early. Never got my entry fee back...
