I'm unsure. As far as I'm aware, the authorities around Tucson are working on that. From what I'm told, the Ebay poster is cooperating ... so I would imagine they're working to determine where he got them, and how. That is speculation of course.

I'm surprised that the seller on Ebay has over 9800 reviews and a 100% positive feedback. I wonder how long they've been in business and if the 9800 are also stolen goods.

I believe the seller stated in the listing that he bought the pipes from a pawn shop. This may be someone who legitimately finds under priced items through pawnshops and estate sales and sells them on at a profit. They too may be a victim in this instance.
