Yes, obviously there were no standard scales nor a standard pitch - and no pipe bands either with a demand for tuned chanters. Redundant characteristics of many early (ca. pre-1820) chanters are evenly spaced lower hand fingerholes of more of less equal or evenly regressive size, resulting in flat C's and B's and sharp D's which may or may not have been compatible with an appropriate reed... Pipers must have been used to this type of tuning.
