In my mind, if you are comfortable with your chanter don't mess with it. If it ain't broke, don't fix it.

There are two separate general approaches to drone reed strength, to distill them entirely.
Here are the basics:
Shouldn't shut off when playing
Should be steady
Shouldn't take any extra air
Should tune where they ought to (most pipes: hempline or above on tenors and bass top, two or three fingers on the bass lower)
Should be relatively resistant to moisture


So, to me it sounds like you have an issue with strengths. This is where the two methods differ slightly. Both agree that the two tenor drones should be identical, but some people think your bass should take just a tad more air. Some people think the bass should be the same.

Long story short, make your misbehaving tenor match your well-behaved tenor and you should be good to go.
