Default Relocating to Canada

I want to move to Canada and I've been looking at Toronto and Halifax. We don't need to live in the city but it would need to be commutable on a daily basis. Obviously the big attraction for me in those areas is the piping scene and through the wonders of social media I already feel like I "know" many people in both areas. I don't however know any well enough to approach directly.

Ofcourse, you can't just pack a bag and walk into Canada, you need a job and a visa among other things. So I'm hoping to get some help with two things.

1. How far away from each city would be commutable and what would be good areas to commute from? For example, I love Burlington and St. Catherines in Ontario. One is more expensive, the other seems to be 90 minutes on a busy road. We would be renting initially and I'm trying to find a balance between cost and convenience.

2. Can anyone help with distributing a First Class CV for a Project Manager/Specialist Business Analyst? (20+ years experience in Finance and Insurance).

We're a family of three, currently living in Europe. We've travelled extensively and would really appreciate any help.
