It may very well be the case that in an event involving the president, there are security clearance requirements in addition to scheduling complications.

That aside, my philosophy about gigs is this: I don't get to tell anyone else what to do. I will not, personally, take a job where what's being called for is unreasonable, where I don't feel like I can perform at a professional standard, or where the money isn't right.

I don't make my living performing and I would never want to undercut those who do. I don't want to perpetuate or participate in a race to the bottom, and I do wish to encourage those who hire musicians to treat them well (and to know what that means).

I am amazed that so many people HIRING bagpipers don't seem to care enough to ask about the player's qualifications, listen to sound clips, and/or get references. YOU don't need to know bagpipes to be able to identify good music and decent sound.
