They don't have bagpipes, but my hat goes off to the band Orthodox Celts from Serbia. Well, Belgrade was originally a Celtic fort, and since the war in the Balkans a lot a young people there have become musicians and artists.
For bands with pipes, Night Wish from Finland have been known to use Uillan pipes.

"All Hail the Queen" in Florida has really put together a great sound! Check them out if you're into the Celtic Rock band sound.

I've seen Rathkeltair many times, and they are amazing, and feature Neil on the pipes - the Anti-piper, the Hendrix of the bagpipes! Absolute highlight of my year is that moment, at the Stone Mnt Highland games, when he cranks up and lets loose those pipes, with the full driving sound of Rathkeltair!!! So just imagine my dismay to be there, finally, the moment I've been waiting for, where I'm there, in my full kilt outfit, at the games, and Rathkeltair is about to start. So, I'm looking around saying "where is Neil ... what's up?" and some guy says to me: Oh, the guy who used to play bagpipes isn't with them any more! That's like someone telling you the old flute player isn't with Tull anymore! Neil isn't just some background filler sound - he IS Rathkeltair! That's not a slam on the rest of the group - Trevor is awesome, and so is the bassist, drummer, etc - but those electric bagpipes are the heart and soul of their sound.
What is going on with them, with him, does anyone know?
