Default Footage from 1938

Can anyone deduce anything from the film above from 1938. Uniforms? Personnel esp drummers? Band?

I can deduce that they are playing remarkable bagpipes.

One minute they sound like an oboe, the next a clarinet, then a cornet, then a silver flute.

Looks like a civilian pipe band to me, I have no idea which one.

I note how low under the arm many pipers are carrying their pipes, and how relaxed their hands are.
