I also rehemped the tuning pins, I couldn't get my drones to work properly, they wouldn't tune and they were extremely temperamental. I think my problem was the lack of airtightness in my joints.

Surprising how little things like that can make all the difference!

The middle drone on my pipes has always been the most apt to be temperamental, re-hemp or no. No cracks or obvious leaks. It may just be the design, or my blowing, although even when my blowing is better (i.e. more practice), it sometimes is still temperamental.

The last experimentation I did was to move the bridle, re-fine tune the drone reed, and it seemed to help.

Like with a lot of instruments, with bagpipes sometimes a small change somewhere will affect the whole.

In the OP's case, the first thing I'd check is the fundamentals: hemping -- both where the drone goes into the stock, and the tuning pins. Then I'd adjust / clean / otherwise check the drone reed itself. Might just be a small adjustment needs to be made.

Or -- warm-up is affecting the tongue, and maybe the tongue needs to be replaced. They do wear out.

I have no clue about canister systems, never have used one. No idea how and if that would affect the issue.
