Default Border pipe chanter

Looking for plans for a border pipe chanter in A440, with data on making the reed too if at all possible. Any help would be appreciated.

You can purchase a full set of plans from Simon Hope in the U.K. or Seth Hamon in Texas. Seth also offers a reamer. Simon's plans are metric and Seth's are standard. Both have excellent customer service and are more than willing to answer questions.

By standard I assume you mean United States customary units. Given this is an international forum and 95% of the globe uses metric it could be argued that metric is the standard...........

Yes, standard is used interchangeably with imperial for US standard measurements. Seth's plans do use imperial measurements, I used to have a copy of them lying around somewhere, probably still do.
