Default Russell M Cooper

G'Day,
I recently came across a sheet of Xerox-ed hand-written music entitled Russell M Cooper with the curious text "original copy." It came from the St. Thomas Legion Pipe Band (Ontario, Canada) and was simply dated 1967.
I believe that the tune is named after an academic working in the Detroit area, as there was quite a connection between pipers in St. Thomas and Detroit. (Gord Tuck continues to tell me of these connections.)
If anybody can tell me the composer of this tune, I would be most grateful.
Any other information would be most welcome.

Composer is Dave Westie. Published in Robert MacNeil's book, 1990.

Can anybody speak to the person for whom the tune is named? It is not important, but a curiosity.
Iíve Googled the name to find an academic working in the Detroit area, but thatís all that I have.
