Every reed too hard

I am quite surprised that no one has suggested that the OP get "beginner easy" reeds. Not to say the above mentioned advice is not good... in fact most of the advice given, I used when I first started on the full pipes... except maybe opening the drones in a different order (started with outside drone, then added the bass and played like that for a while before adding the third one).
One of the best things I did was getting a super easy set of chanter reeds before over blowing enough that I switched to easy reeds...

The OP stated that he was playing a variety of reeds including "very easy". I'm still suspicious that there's not a health issue here.
